This is indeed not user-friendly at all. You click on "Manage Fonts" and expect to at least be able to create a new, empty project on that page, let alone be able to add an additional font family to an existing web project. Instead, I have to Google how to add a new web project and get this:
1. Visit the Adobe fonts page.
2. Select your desired font.
3. Click the Activate font toggle if the font is not already active.
4. Click Add to Web Project.
5. Name your project and then click Create. ...
